Professor Taomo Zhou (National University of Singapore)

Judith Bruce is a Senior Advisor to the Population Council where she worked for 47 years as a Senior Associate and Policy Analyst. Through policy analysis, evidence-based intervention design, advocacy, and capacity-building, Bruce has changed the way the world thinks about quality of care from the client’s perspective and about the power and potential of the poorest, most excluded girls. She was among the first to illuminate the scope and negative impact of child marriage—including violence and discrimination. A graduate of Harvard University, Bruce received the Association for Women in Development’s bi-annual award for outstanding contributions to the field in 1993. Yong Cai is Associate Professor of Sociology at the University of North Carolina, Chapel Hill. He specializes in Chinese demography, especially China’s low fertility in a global context. His research challenges the conventional wisdom that the one-child policy was the main driving force behind China's fertility decline. His work demonstrates that major part of fertility decline in China happened before the one-child policy, and current low fertility in China has more to do with structural changes brought by socioeconomic development as well as cultural features deeply embedded in Chinese society. His publications have appeared in Demography, American Sociological Review, Population and Development Review, and others. Baochang Gu is Senior Research Associate at the Center for Population and Development Policy Studies, Fudan University. As an advisor to the China delegation, Gu attended the ICPD Prepcom in New York in April as well as the Conference and NGO Forum in Cairo in September in 1994, and attend the 4th World Women’s Conference in Beijing in 1995. Gu was involved in the quality-of-care initiative in family planning programs in the mid-1990s, and worked with a team on three petitions for lifting the one-child policy in 2004, 2009 and 2015. Gu co-edited Efforts in Memory – Quality of Care Initiative in China’s Family Planning Program (2020) and co-authored An Ongoing Journey – Review of ICPD-25 in China (2025). Joan Kaufman is the NY-based Senior Director for Academic Programs for Schwarzman Scholars, Visiting Professor at Tsinghua University, Lecturer on Global Health and Social Medicine at Harvard Medical School, and member of the Council on Foreign Relations. She was a Radcliffe Institute for Advanced Study fellow at Harvard in 2001. She has lived and worked in China for fifteen years as Ford Foundation’s Program Officer for Gender and Reproductive Health, Director of Columbia University’s Global Center for East Asia (Beijing), and for four years as the first International Program Officer for the newly opened UN Population Fund Office in 1980. Jeanette C. Takamura is professor and dean emerita of the Columbia School of Social Work. Much of her life’s work has been dedicated to the advancement of national and state policies and programs in aging, health, and related areas, as well as organizational change to ensure relevance and competitiveness within a global environment. Dr. Takamura served as the assistant secretary for aging at the U.S. Department of Health and Human Services from 1997 to 2001, where she led the development and enactment of a modernized Older Americans Act and established the National Family Caregiver Support Program. WANG Feng is a professor of sociology at the University of California, Irvine. He is a scholar with expertise in global demographic change, social inequality, public policy, and comparative population and social history. Wang Feng is the author of several award-winning books in these areas and has contributed to many other publications. His work and views have appeared in major global media outlets. His latest book, China’s Age of Abundance: Origins, Ascendance, and Aftermath, examines the underlying forces driving China’s four-decade-long historical transformations.

Hiroaki Shiga is a professor at the Graduate School of International Social Sciences, Yokohama National University, and a leading expert on Japan’s ODA policy. His research centers on development cooperation strategy, informed by his experience working in development cooperation at the Overseas Economic Cooperation Fund, Japan Bank for International Cooperation, Japan International Cooperation Agency, and the Ministry of Finance of Japan. The results of his research have been published in international academic journals such as World Development and IDS Bulletin of Sussex University, and by research institutions such as the Center for Strategic and International Studies (CSIS). Professor Shiga is a graduate of the University of Tokyo and has a Master of International Affairs from the School of International and Public Affairs (SIPA) at Columbia University.

Richard Bush is a nonresident senior fellow in the Center for Asia Policy Studies at the Brookings Institution, and previously was director of the center. He joined Brookings in July 2002 after serving nearly five years as chairman and managing director of the American Institute in Taiwan. During the 1980s and early 1990s, he was a congressional staffer, first on the House Foreign Affairs Committee’s Subcommittee on Asian and Pacific Affairs and later for the full committee. From 1995-1997, he became national intelligence officer for East Asia and a member of the National Intelligence Council, which coordinates the analytic work of the intelligence community. He has written numerous books, book chapters, and articles about Taiwan, US-Taiwan-relations and China-Taiwan relations. Recent publications include “Uncharted Strait: The Future of China-Taiwan Relations” (Brookings, 2013); “Hong Kong in the Shadow of China: Living with the Leviathan” (Brookings, 2016); “Difficult Choices: Taiwan’s Quest for Security and the Good Life” (Brookings 2021), and “U.S.-Taiwan Relations: Will China’s Challenge Lead to a Crisis?” (Brookings Press, 2023). Carole J. Petersen is the Cades Foundation Professor of Law in the William S. Richardson School of Law at the University of Hawaii at Manoa, where she teaches courses on international law, human rights, and gender and the law. She is also a member of the Center for Chinese Studies at the University of Hawaii at Manoa. From 1989-2006, Professor Petersen taught law in Hong Kong, where she also served as a director of the Centre for Comparative and Public Law and an active member of the Women’s Studies Research Centre at the University of Hong Kong. She continues to research human rights in the territory and the implementation of the “One Country, Two Systems” model of autonomy. Her recent article, Territorial Autonomy as a Tool of Conflict Resolution? Lessons from “One Country, Two Systems” in Hong Kong, is available in the Academia Sinica Law Journal, 2022 Special Issue 195-243. Professor Petersen holds a BA from the University of Chicago, a JD from Harvard Law School, and a postgraduate diploma in the law of the People’s Republic of China from the University of Hong Kong.

Roberta Lipson is a pioneering figure in China's healthcare industry with over 40 years of experience. She founded United Family Healthcare (UFH) and served as CEO, guiding its transformation into China's first and largest foreign-invested healthcare system. Under her leadership, UFH expanded to encompass 11 hospitals, nearly 20 clinics, and an internet hospital, earning recognition as "The Most Trusted Healthcare Brand of China." She also led UFH through a public listing on NASDAQ in 1994, a merger with NYSE: New Frontier Health in 2019, and subsequent privatization in 2021. She also founded the United Foundation for China’s Health, focusing on providing healthcare interventions for underserved populations and spearheading initiatives to eradicate cervical cancer. Ms. Lipson is an influential leader in both Beijing and Washington, holding positions such as Vice Chair of AmCham-China and Chair of the U.S.-China Business Council. Her contributions have earned her prestigious awards and recognition, including the Great Wall Friendship Award and the China Pioneer Award. Lipson holds a BA from Brandeis University and an MBA from Columbia University. About the Chair Rama V. Baru recently retired as a Professor at the Centre of Social Medicine and Community Health, Jawaharlal Nehru University. She is an Honorary Fellow, at the Institute of Chinese Studies, Delhi, India and an Honorary Professor at the India Studies Centre, Central China Normal University, Wuhan, China. Her major areas of research interest include the commercialisation of health services, infectious diseases, comparative health systems and health inequalities. Ji Li is the John & Marilyn Long Professor of US-China Business and Law at the University of California Irvine. Before that, he taught at Rutgers University. His teaching and research explores a broad range of topics including Chinese law and politics, international business transactions, contracts, comparative law, and empirical legal studies. His JD is from Yale Law School and his PhD in political science is from Northwestern University. After law school, he practiced corporate and tax law for several years in the New York office of Sullivan & Cromwell LLP.

Parks M. Coble is the James S. Sellers Professor of History, having joined the department in August 1976. He teaches surveys of general East Asian history, covering China, Japan, Korea, and Vietnam, and specialized courses on modern China and Japan. Parks Coble’s research field is 20th century China with special emphasis on the political history of Republican China (1911-1949), the history of Chinese business in the 20th century, and Sino-Japanese interactions. Recent publications have included a study of Chinese businessmen living in occupied China during World War II, and of the anti-Japanese movement in China in the 1930s. His current project examines the collapse of the Chiang Kai-shek government in China in 1949 by analyzing the tragic consequences of hyperinflation in China during the period from 1944 until 1949. The Japanese conquest of East China had isolated the Chiang stronghold in the interior and left the Chinese government with few financial resources. Chiang chose to simply print money which lead to disastrous consequences. After Japanese surrender there was no “peace dividend” so the erosion of the currency simply accelerated. New archival sources permit an in depth analysis of the decision making process within Chiang’s government.

Yuki Tatsumi , a senior fellow and co-director of the East Asia Program and director of the Japan Program at the Stimson Center. Before joining Stimson, Ms. Tatsumi worked as a research associate at the Center for Strategic and International Studies and as the special assistant for political affairs at the Embassy of Japan in Washington. Recent publications include Balancing Between Nuclear Deterrence and Disarmament: Views from the Next Generation (ed., 2018) and Lost in Translation? U.S. Defense Innovation and Northeast Asia (2017). She is a recipient of the 2009 Yasuhiro Nakasone Incentive Award. In 2012, she was awarded the Letter of Appreciation from the Ministry of National Policy of Japan for her contribution to advancing mutual understanding between the United States and Japan. Amb. Asoke Mukerji is a Distinguished Fellow at the Vivekananda International Foundation, New Delhi; an elected member of the Governing Council of the United Service Institution (USI) for 2023-2025; and a member of the International Institute of Strategic Studies (IISS), London. He served for over 37 years in the Indian Foreign Service, retiring as India’s Ambassador and Permanent Representative to the United Nations in New York in December 2015. He represented India in the World Trade Organization in Geneva, where he chaired the WTO Committee on Special Commitments for Trade in Services. He headed India’s international inter-agency interactions on countering terrorism and on cyber issues during 2010-2012. On the bilateral front, he represented India in the UK (2007-2010), Kazakhstan (2005-2007), Russia (2001-2005), the UAE (1998-2001), and in Central Asia (1990-1992). In July 2018, the University of East Anglia (UK) awarded him a Doctorate in Civil Laws (honoris causa) degree for his contributions to diplomacy. He teaches diplomacy at the Diplo Foundation and writes and publishes regularly on international affairs in India and abroad. Among his eight published books is India and the United Nations: A Photo Journey 1945-2015 (2015). About the Chair Amb. Kishan S. Rana is an Emeritus Fellow at the Institute of Chinese Studies, New Delhi. He was associated with the Indian Foreign Service for over 35 years, i.e., from 1960 to 1995. During his tenure, he has worked in the Indian Embassy, Beijing. He has served as the Ambassador and High Commissioner to Algeria, Czechoslovakia, Kenya, Mauritius, and Germany. Jay L Batongbacal is a professor at the University of the Philippines College of Law and director of the Institute for Maritime Affairs and Law of the Sea of the U.P. Law Center. He has worked extensively on maritime affairs since 1997, carrying out research, consultancy work, and teaching, with numerous national and international publications to his credit. Professor Batongbacal was legal advisor to the Philippine delegation that successfully pursued the Philippines’ claim to a continental shelf beyond 200 nautical miles in the Benham Rise Region before the Commission on the Limits of the Continental Shelf, and the successful application before the International Maritime Organization for the designation of the Tubbataha Reef Natural Park Particularly Sensitive Sea Area. He studied Chinese in Hong Kong, and served in China from 1970-72 and returned to South Block and Udyog Bhavan until 1976. He then served as First Secretary in Tito’s Yugoslavia. He was posted from 1979 to 1982 in the Indian Mission at the United Nations (UN) in New York and served in Delhi during the 1983 NAM Summit and after. From 1985 to 1987, he was India’s Ambassador to Algeria. He returned to Delhi as Joint Secretary (East Asia) in the MEA in 1987 and helped prepare for Rajiv Gandhi’s historic visit to China in 1988. Subsequently, he served as India’s Ambassador/ High Commissioner to Afghanistan (1990-1992), Malaysia (1993-1996), China (1996-2000), Pakistan (2000-2001) and Permanent Representative to the UN in New York (2002-2004). Post-retirement, he served as Deputy National Security Adviser of India (2004-2006). He was then deputed by the Government of India to serve in the United Nations Secretariat as Under-Secretary-General, Special Adviser to Secretary-General Kofi Annan (2006-2007), then as Chef de Cabinet to Secretary-General Ban Ki-moon (2007-2012) and later as Adviser on Myanmar (2012-2016).

He received his Ph.D. in electrical engineering from Stanford University. Prior to his current role, he served as the Vice President of Tsinghua University. He received his Ph.D. in molecular biophysics from the Johns Hopkins University. CHAN became the President of the King Abdullah University of Science and Technology (KAUST) in 2018, after nearly a decade as president of The Hong Kong University of Science and Technology (HKUST). He serves as a member of the Board of the Future Investment Initiative Institute; King Abdulaziz City of Science & Technology; the Biotechnology City Initiative of Riyadh among others. He received his Ph.D. in Computer Science from Caltech.
