The concept of major function oriented zoning (主体功能区) was put forward in 2005, and the central government issued a National Major Function Oriented Zoning Plan in 2010. By designating areas for development and conservation, it has had a significant impact on regional development in China. I introduce how major function oriented zoning has been implemented in China and the challenges it has faced. This research emphasizes the role of land development rights in the implementation of major function oriented zoning, exploring the policy implications of an alternative approach to promote balanced regional development through the equitable cross-regional allocation of land development rights. The potential application of “shadow land quota” in the initial allocation and transfer of land quota is discussed, which can be used in the new territorial spatial planning system.
