In early February, China and Russia issued a joint declaration that solidified their bilateral relationship, outlining their intention to advance “unprecedented” economic and security cooperation. The statement, which ran more than 5000 words in length, declared that there were “no limits” to the China-Russian relationship and signaled that China is willing to stand together with Russia against the West. Weeks later, Russia launched a full-scale attack on Ukraine. Was China aware of Putin’s intentions? Will China continue to stand with Russia?
