About the Speaker

Dr. Amit Gupta was on the Faculty of the Department of International Security at the U.S. Air Force Air War College, Maxwell AFB and is now a Senior Advisor to the Forum of Federations, Ottawa, Canada. His areas of research include International Security, Globalization, Federalism and Foreign and Security Policy, Diaspora Politics, and U.S. and Popular Culture. He has held visiting fellowships at the Observer Research Foundation (India), Strategic Studies Institute, United States Army War College (US), and the Cooperative Monitoring Center, Sandia National Laboratories (US). Professor Gupta is author, co-author or editor of the following books, Building an Arsenal: The Evolution of Regional Power Force Structures (Praeger), India’s Nuclear Security (Lynne Rienner), The Indian Ocean and the Western Pacific: Maritime Challenges, Opportunities, and Policies (Routledge-forthcoming), Global Security Watch—India (Praeger), Strategic Stability in Asia, (Ashgate), and Air Forces: Next Generation (Ashgate).

About the Chair

Dr. Hemant Adlakha is Vice-Chairperson, Honorary Fellow of the ICS, and an Associate Professor at the Centre for Chinese and South East Asian Studies, Jawaharlal Nehru University, New Delhi. Dr. Adlakha’s areas of research interests include political and foreign policy discourse in the PRC and modern Chinese Literature and Culture. He is a member of the International Editorial Committee, International Society for Lu Xun Studies, Seoul (ROK). His articles have appeared in China Report, The Diplomat, Japan Times, Encyclopaedia of Race and Racism, 2nd Edition, etc. His co-translation of Lu Xun’s prose poetry collection from Chinese into Hindi has been published by the NBT in November 2019.

Since the end of the Obama Administration, the US-China relationship has taken a turn for the worst, with first a tariff war, then the fight over 5G, a Chinese tech, and now the fear that the two countries may actually come to a shooting war over Taiwan. The Biden Administration, while seeking to constrain Russia has made it clear that its primary emphasis is China and that it sees the country as both an economic rival and a military challenger. The talk will discuss how successful the US can be in its efforts to modify Chinese behaviour and the implications for India.
